Born in Brightlingsea, Essex and educated at Colchester County High School. Pallot studied industrial design at the Colchester and Southend Schools of Art. She is best known for the concrete mural reliefs, created in conjunction with her late husband Henry Collins, which adorn a number of Colchester's pedestrian subways. In 1938 she married the artist Henry Collins. This marked the beginning of a dynamic and creative artistic partnership which was to last for more than 60 years before Henry died in 1994. Together, the couple worked on a number of important projects, including the 1951 Festival of Britain and Expo 70 in Japan.

As well as her work as a muralist, Joyce Pallot was also a keen painter and was a founding member of the Colchester Art Society, where she became a leading exhibitor for more than 40 years. She was a member of the Society of Industrial Artists and Designers, the Colchester Art Society and the Society of Chartered Designers.
