Born in Essex, Hallett studied architecture in North East London. In 1972 he moved to Norfolk and has lived there with his family since that time. He studied at the Norwich School of Art, 1982 where he learned etching, working under the influence of Chris Penny and the late Brian Sowerby. In 1987 he acquired an old starwheeled press which he uses in his studio to print his etchings. He is also a keen watercolourist.
